Gabriel: “Guys, do you know those people that ask you for money and in exchange they show you they’re some sort of association that help homeless people?”
Cultural context: he’s referring to a common street scam tactic: people would come nearby you, talk about their well-crafted sad backstory and ask you for money, heavily manipulating you into feeling guilty. Another tactic is placing something on your hands and not wanting to take it back, asking for money in return.

It’s a regional dialect form. Essentially he’s complaining that he was unable to stand up for himself in that situation.)
